NASHVILLE, Tenn. (WKRN) — East Bank has been an area tapped for need of revitalization amid Nashville’s historic growth. However, the vision for its future has been a point of contention.

Nashville Mayor John Cooper and other city leaders started formulating the East Bank Master Plan around two years ago.

East Bank is the waterfront area around Nissan Stadium. Metro Council has already voted to approve Oracle’s $1.2 billion investment in East Bank. The tech-giant plans to build a hub on a 65-acre campus and create 8,500 jobs.

With the Oracle investment, Nashville and the state of Tennessee are now working with the company to re-imagine the area around the stadium as a new mixed-use community, but they also want community enagement.

During a news conference at 2 p.m. Monday, Metro released its Imagine East Bank Draft Vision after 18 months of community input.

“This is the largest-ever community-driven planning process ever for Nashville, and the result will be something that protects us from haphazard, piecemeal development and sets the stage for an East Bank that provides transportation solutions, affordable housing, parks, civic space and all the features of great neighborhoods,” said Mayor Cooper in a news release.

The release of the draft vision kicks off the next phase of even more community engagement for what the city is calling “first-of-its-kind” planning study that will “create a more accessible, connected, and livable Nashville for all.”

“With the East Bank we have the opportunity to shape more than 300 acres in our urban core and set community-based priorities that will transform it from predominantly surface parking uses into neighborhoods that connect and serve Nashvillians. This is a more effective way to strategically manage growth,” said Lucy Kemp, Metro Planning Executive Director in a news release.

Kempf said the following four concepts from community input sessions are used throughout the plan as a framework for the vision.

  • Equitable and Affordable East Bank: Advances equity, resiliency, and high quality of life for all Nashvillians through the creation of accessible places to live, work and play.
  • Safe & Simple Multimodal Connections: Provides a robust, multimodal transportation system enabling easy and equal access to and through the East Bank.
  • Respect for the River: Re-centers the river as a vital community amenity and bolsters resiliency through enhanced flood-plain and stormwater management.
  • Neighborhoods for Nashvillians: Creates vibrant, livable, and authentic neighborhoods that prioritize the everyday needs of Nashvillians.

Recently, Nashville Department of Transportation (NDOT) has applied for a grant to create East Bank Boulevard, which leaders hope will become the catalyst for “Nashville’s next great neighborhood.”

East Bank Boulevard is one of the transportation benefits laid out in the plan. Other transportation proposals include 1.5 miles of the city’s first Bus Rapid Transit (BRT) lanes, more than five miles of a bike lane, and a planned space for a mobility hub that will complement WeGo’s Central Station.

Now through September 16th, Metro planning staff still wants public input on the project. They will accept feedback in-person or virtual open houses, a survey about the study, at drop-in office hours, or via email.
