A man charged with animal cruelty in 2012 is once again behind bars in Clarksville after a dead horse was found hanging from a tree on his property. Timothy Decent, 62, was arrested at his home in the 2400 block of Whitfield Road Thursday after officers responded to the property amid reports of the hanging foal.The horse was no longer there, but officers found another horse emaciated and in poor condition.
There was also no food for the animals on the property.Decent told police he doesn't know why the foal died. He had hung it up so he could keep the hide. He said he forgot about it, but has since taken it down and removed the carcass from his property."It's very sad. No owner should be able to keep an animal if they can't take care of it and feed it properly," said Officer Natalie Hall, spokeswoman for the Clarksville Police Department.Decent was charged with animal cruelty and booked into the Montgomery County jail on $10,000 bond.Officer Hall said the three other horses are still on Decent's property since police do not have the authority to remove them.
They hope something can be done to benefit the health of those horses.
Decent was arrested in November 2012 after a horse on his property was found in poor condition and had to be euthanized.
