SPARTANBURG, S.C. - A Spartanburg mother is facing charges after her three children were found in a home with no heat.
Deputies say they went to the home of 44-year-old Carla Farrow on Tuesday after getting a call from an officer at the children's school.
Authorities say there was no power going to the home, and they could see their breath inside the home.
Officials told WSPA the home was dirty, cluttered with cloths and had cigarette butts on the floor.
Farrow told deputies that Duke Energy had been unable to fix a problem with her meter. But power company officials told authorities that the power was turned off Monday.
Farrow was charged with three counts of child neglect.
Farrow's three children ages 17, 13 and 11 were placed into emergency protective custody.
On Tuesday late afternoon, a snow and ice storm hit the Carolinas, bringing extreme cold and severe weather.
