Police: Portland man choked, tied up girlfriend

PORTLAND, Tenn. -

Portland police are searching for a 26-year-old man who allegedly choked his girlfriend and then tied her up with rope and duct tape.

The incident happened Sunday at the Wheeler Street home Joshua Williams shares with his girlfriend.

The 39-year-old victim told police she was getting ready for church and told Williams to leave.

She claims he became angry, grabbed her by the hair and dragged her into another room where she was choked until she blacked out.

The assault took place in front of the victim's two sons, ages 12 and 14, police said.

When she awoke, the victim said she was tied up with duct tape and a blue tow rope.

After about an hour, she convinced Williams to cut her loose after she "promised to be quiet," according to the report.

The report stated, "Joshua told her if she called for help he would kick her teeth in and this time she wouldn't walk away."

Ultimately she got to police and to the hospital.

"She had bruising to her face. She had some swelling [and a] busted lip," Portland Police Chief Richard Smith said, adding, "She had blood on her clothes."

The victim told detectives she had been assaulted three times before.

Police searched the home but Williams was gone.  In the basement, authorities found the making of a moonshine operation.

According to the police report, Williams has a drug problem, takes as many as 25 pills a day and was "out of his mind on oxycodone" during one of his recent outbursts.

The victim also says Williams is a "member of the Aryan Nation"

News 2 went to the victim's home Monday.  From behind a closed door she told News 2, "I'm totally fine, yeah, everything is fine. He's not going to come back here. Yeah. My dad and my brother are here."

Portland police say Williams has family in Knoxville but he also ties to Nashville and Rutherford County.

The couple's car was found in La Vergne after Williams abandoned it.

Williams faces four counts each of aggravated assault and aggravated kidnapping.
