2 children found living in deplorable conditions, Parents charged

CLARKSVILLE, Tenn. -

A Clarksville couple faces multiple charges after it was discovered their two young children were living in filth.

Police were initially called to a home in the 900 block of Dominion Drive for a domestic dispute late Sunday night.  

Upon their arrival, officers reported a strong odor, as well as trash, broken furniture, dog feces and old food scattered throughout the home.

Two small children, ages one and three months who were only dressed in diapers, were also inside the home.

Authorities said during a dispute between Khouri Frisch and Michael Winters, a dresser was knocked over and fell on the infant who was sitting in a car seat at the time.

The child was not injured.

Winters is charged with domestic assault, child abuse and neglect. He was transported to the Montgomery County jail.

Frish is charged with child abuse and neglect. She was also booked into the Montgomery County jail.

The children have been placed in the care of DCS.
