Girl, 4, found wandering outside Clarksville apartment, Mom arrested

Jessica Michael, 26, was arrested Tuesday afternoon.
CLARKSVILLE, Tenn. -
A Clarksville mother was taken into police custody Tuesday afternoon after a neighbor discovered her four-year-old daughter wandering around an apartment complex alone.
The incident occurred at a complex located at 3193 Fort Campbell Boulevard around 2:30 p.m.
Neighbor Amy Winkleman reported the child was outside unattended and was almost struck by a passing vehicle.
"I told her you need to go inside, because anything can happen," Winkleman told Nashville's News 2. "Well 30 minutes later I go back outside, a FedEx truck comes, almost hits her, if he didn't see her, he would have hit her."
Winkleman said she then decided to walk the little girl back to her apartment.
"We sent the little girl inside to get the mother, the mother screamed at the little girl, 'Get the 'F' away from me! I'm trying to sleep!'" she said.
Upon their arrival, police discovered the child's mother, Jessica Michael, asleep on the couch.
The 26-year-old told police she allows her daughter to play outside but checks on her every 10 minutes.
Michael is charged with child abuse and neglect. She was released from jail on a $10,000 bond Wednesday.
The Department of Children's Services was called in to investigate.
