Dozens of juveniles intoxicated, homeowner charged

CLARKSVILLE, Tenn. -

Officers discovered around 30 juveniles under the influence of drugs or alcohol when they responded to a routine call Saturday night in Clarksville.

According to a Clarksville Police Department incident report, remnants of a substance officers said appeared to be marijuana was also found.

Homeowner Stacy Martin, 41, the mother of two of the juveniles, was home at the time.  Police charged her with 10 counts of contributing to delinquency of a minor.

"She allowed officers inside," Clarksville Police Spokesman Officer Jim Knoll said.  "When they got inside they saw a lot of alcohol around [and] they noticed there were kids around."

Knoll said police have been called to the residence on Buchanon Drive at least 10 times since May 2011 for various complaints including loud noise and littering and to serve a warrant.

Officers responded to a call of illegal parking around 10 p.m. Saturday when they made contact with Martin.  There were male and female juveniles, all between the ages of 15 and 17, under the influence inside her house.

"You have got a mixture of children and adults together and that can be dangerous," Knoll said. "You've got kids that are probably not used to drinking with adults that are [used to drinking]. That is a formula for disaster."

A 17-year-old girl who answered the door at the house said there was alcohol at the party, but Martin did not know about it until police officers arrived.

The girl said she lives at the home, but is not Martin's daughter.

Neighbors who did not want to be identified because they fear retaliation told Nashville's News 2 the house is a frequent source of trouble in the neighborhood.

Clarksville police have logged at least 10 calls for service to the house on various complaints including loud disturbances, littering and illegal parking.

One neighbor said the people who gather at the house are gang affiliated and harass children who live in the neighborhood.

Gang symbols for the Gangster Disciples and another Clarksville gang were found inside the home, according to Clarksville police.

The girl who answered the door at the house said a teen who used to live with Martin spray painted the gang symbols on the walls.

"We are going to make a [Department of Children Services] referral on this because there were children inside, so it is possible more charges could come up as the investigation progresses," Knoll said.

Martin was taken into custody, booked into Montgomery County jail and charged with 10 counts of contributing to delinquency.  Her bond was set at $5,000.

Martin bonded out Sunday morning and returned to work on Monday at Blanchfield Army Community Hospital where she is a nurse.

Martin faces up to 11 years and 29 days in jail on each of the 10 counts.

The charge is a Class A misdemeanor, the most serious misdemeanor before a crime is classified as a felony.
