Brentwood votes to take control of unfinished, abandoned projects

BRENTWOOD, Tenn. - Brentwood City commissioners Monday night voted in favor of a new ordinance that will give them more authority over unfinished construction projects.

The ordinance establishes a procedure under which the city can "deal with construction projects that have been abandoned," explained city attorney Roger Horner.

He said an unfinished home on Pelham Drive in the Lenox Park subdivision brought the issue to the forefront.

A couple began building the home in 2005 but never finished and it's been an eyesore ever since.

Liz Leedles, president of Lenox Park's homeowner's association, said the family wanted to build the home "without a bank loan" and would stop building when their cash flow stopped.

She said the association filed a lawsuit against them and now says a court order mandates they sell the property by September.

Horner said the city passed the ordinance to prevent situations like the one in the Lenox Park subdivision in the future.

"This house bought the issue to the forefront but it's certainly conceivable, especially with the economy the way that it is, there could be other abandoned construction projects," he said.

The couple building the home said they are working to find a buyer.

They say the house was supposed to be their dream home but financial troubles kept them from finishing it.
