NASHVILLE, Tenn. (AP) - Republican gubernatorial candidate Bill Gibbons is proposing to fund pre-kindergarten expansion by cutting the amount of money the state lottery pays to ticket retailers.
Gibbons, who is the top prosecutor in Shelby County, said at a gubernatorial forum in Nashville on Wednesday that "big oil" should receive a smaller commission - the latest in a series of digs at fellow GOP candidate Bill Haslam, who is part-owner of the Pilot chain of truck stops.
Haslam said after the gubernatorial forum in Nashville that he's open to considering the idea, though he doesn't want to hurt "mom & pop" retailers.
The lottery paid out $71 million to retailers in 2009 through a 6.5 percent commission and bonuses for selling winning tickets.
