Kathleen Bergen of the FAA in Atlanta said the fate of another person on board was not immediately known.

She said the plane crashed at about 3:15 p.m. local time Thursday and immediately caught fire, some eight miles south of the Elizabethton airport.

It was not immediately known where the plane was headed or who owned it.

Witnesses said the identification numbers were burned off.

The site of the crash is in rugged terrain in the Tiger Creek section of Roan Mountain.
